Asset Management toolkit for the ORR
MOSAIC for Office of Rail and Road, 2018-2019
Cadenza led the development of a suite of training and reference documents for the ORR’s Engineering and Asset Management team to enable consistent interactions with industry

The Engineering and Asset Management (EAM) team in the Office of Rail and Road (ORR) wanted a guide to support them in their assurance of Network Rail’s asset and route management activities during Control Period 6 (CP6).

This was particularly important because the ORR was recruiting additional staff as part of devolution to the regions and needed to have a tool to train new recruits and interact with industry on a consistent basis across the country.

Cadenza led a small team from MOSAIC – a collaboration of micro-consultancies – to author a suite of reference documents and tools for the ORR’s internal use including guidance on planning, communicating and reporting.

To develop the handbook and supporting material, we interviewed many staff from different parts of the E&AM team to identify what they needed guidance on and where there were differences in approach. There was an emphasis on clarity and sharing experience for continually improving best practice.

The handbook provides an end-to-end guide to ORR’s risk-based assurance approach in order to carry out repeatable evidence-based monitoring and is now part of the training for new recruits and existing staff alike.
