Hoo Peninsular Passenger Project "HooPPS"

Cadenza provided ‘critical friend’ and project management support to enable the selection and signoff of a preferred solution from 57 options in under 4 months to achieve the deadline

The purpose of the HooPPS project is to unlock new housing and development by Homes England on the Hoo Peninsular in North Kent through the conversion of a single-track freight line on the Hoo Peninsular in North Kent to run a passenger service. The strategy is to use new Battery Electric Multiple Unit train vehicles to connect to a new station at Sharnal Street.

Medway Council asked Cadenza to provide independent technical oversight and guidance of the design development through Option Selection Phase (“GRIP 3”). Joining the ongoing project in Mar 2021, Cadenza needed to assist the project team in achieving Network Rail signoff to GRIP 3 by end of March 2022 to avoid losing the Homes England funding.
Cadenza also provided support for the Transport and Works Act Order (TWAO) process, bridging between the legal / consents teams and the engineering / client teams.

In Dec 21, the project had a complex array of 57 permutations of timetable, rolling stock and infrastructure alternatives. Cadenza enabled the project team of transport planning, operations and engineering consultants and key stakeholders to select a single preferred option and achieve Network Rail signoff within 3.5 months before the funding expiry deadline.
