As part of a series of challenges around railway station asset management and ownership models, the DfT wanted to understand what additional value the ‘Full Repair and Insuring (FRI) leases’ approach may have added beyond that achieved under classic arrangements. The FRI approach had been adopted for three franchises on the network.

SDG invited Cadenza to provide railway infrastructure and asset management expertise. Through experience of having previously developed a similar asset management strategy for a franchise bidder, the Cadenza representative was able to provide insight into the constraints and practicalities of railway station asset management.

Cadenza prepared the questions and led the interviews with senior staff at the DfT, ORR, and Train Operating Companies to capture existing policy intent and their experience of FRI leases and Asset Management responsibilities at rail stations.

Cadenza was able to weigh the inputs by different stakeholders and provide the DfT with clear insights in response to their challenge.
