Cadenza unlocked a 2/3 (£24m) saving over a previous feasibility study, for the same operational outcome to double the train service operability to Belmont Station.

The London Borough of Sutton (LBS) wanted to prepare a Strategic Outline Business Case (SOBC) in support of their Levelling Up Fund (LUF) application to double train service frequency to Belmont station. This would provide more socially equitable public transport access to a new global cancer research and treatment centre at the Royal Marsden Hospital nearby.

Cadenza was invited to support AECOM’s with the engineering concept / feasibility design and project cost estimate for this scheme.

Cadenza considered the previous proposal by others and identified seven conceptually viable alternatives, testing each with a simple train graph timetable assessment.

The two short listed options C and F were priced up and provided a design commentary technical note and non-technical summary engineering report.

Option C provided a 22% saving and twice the business case benefits against the previous scheme proposals. Option F (selected) provided a 66% saving for the same operational outcome and business case benefits.

LBS was successful in its LUF application.
